Test plan and test cases as a Tester role and visibility

As a "Tester" role, I should be able to create test cases. More importantly, when a Tester creates a test, only the project mangers, clients and possibly developers should be able to see those tests. Testers should see only their own tests. This is a must have capability for Crowd Sourced testing IMO.
