This is now live on a per-user basis. You can change your timezone in your profile settings.

We've just released "Advanced Permissions" that can be found in the Organization Settings. It's a big + sensitive module so be nice guys!

There is no such specific filters (filter by comments from my mate) but in the bug list you can add a column that shows whether or not a bug has comments and how many comments.
