Make Required Fields per-project instead of global

What it says on the tin.  I'd like to be able to have different Required Fields in different Projects.

Better solution, in my opinion, could be a "global" setting shared by all projects, that could be eventually overridden by a specific project setting.

Sounds good. We currently have a global setting, all we need now is the project override.
