have no items in 'select OS' and 'Browser version' in Bug Report

Issue appears when you try to add information on the 'REPORT BUG' page.
I have explore this issue and find that in 'Device and browser(if apply) where the bug occured('occurred' is correct)' section you can select only 'Device type' at first. Any other fields have only one item in their lists: 'Select brand/model/etc.'
when you select 'Device type' you gain possibility to select 'Device Brand' then when you've selected 'Device Brand' you can select 'Device Model' then 'OS' and only then 'Browser version'.
So if you intend to do this way you need to inactivate fields with NULL items to choose.

But I think that it's bad idea to make such solid interconnection between these fields. What if I don't want to choose model of my PC but I need to select OS and Browser? I can't do so now.
