Can't scroll down to enter a new bug

On my laptop, the screen is too small to display the form for entering a new bug.  I can't get to the bottom of the form to find a submit button, or whatever is there.  The tab keys don't move me around on the form, so I have no way to enter a new bug report.  Please let me know how to do this!
